The Downtown Residential Council (DRC) provides a framework for the Downtown Long Beach neighborhood associations to leverage each other’s knowledge and resources to drive community development in their respective neighborhoods. The associations encompass all downtown residents, loosely bound on the south by the ocean, to the north by 10th Street, on the west by the 710 freeway, and to the east by Alamitos Avenue. This area comprises six neighborhoods: East Village Arts District (EVADNA), North Pine Neighborhood Alliance (NPNA), Ocean Residents Community Association (ORCA), Promenade Area Residential Association (PARA), Willmore City Community Association (WCCA), and West Gateway Community Association.

The DRC enables these neighborhoods to share fundraising opportunities under a 501c3 umbrella, website and email hosting and support, contacts and professional knowledge, and monthly social activities.
