Long Beach Community Action Partnership (LBCAP) provides dynamic pathways to self-sustainability for individuals and families living in income qualifying households. From utility assistance to creative youth programs, we uplift and empower the communities of Long Beach and Eastern Los Angeles County.

Across our region, 1 in 4 youth are disconnected from both work and school, and over 30% of low-income families struggle to keep up with utility payments. LBCAP meets these challenges head-on — and with your support, we can continue to lift individuals and families toward a brighter future.


🌟 Our Core Programs


🔌 Energy Assistance & Weatherization

We help families keep the lights on. Through our Energy Program, we offer utility bill support and home weatherization services to qualifying households — increasing energy efficiency, reducing energy costs, and improving quality of life. In 2024, LBCAP provided utility payment assistance to 7,811 households and weatherized 682 homes.


🎨 Youth Arts & Leadership (LAMP)

Our LAMP Youth Program empowers high school students and young adults through mentorship and creative expression. Participants explore music production, film/video, photography, and graphic design — developing leadership and professional skills.


💰 Free Tax Assistance (VITA)

With our VITA Tax Program, we offer year-round, free tax preparation for qualifying households. Our trained staff specialize in complex returns — ensuring families receive the refunds they deserve. In 2024, VITA helped over 1,300 families improve their finances through tax credits. 


🎥 PADNET – Long Beach Public Access TV

PADNET gives residents a platform to share their unique voices. We offer studio access, editing suites, and hands-on media training so that community stories can be told — by the community itself.


🏘️ Community Support & Emergency Grants

       In times of need, we act quickly. From emergency assistance to food security, LBCAP provides families with essential support and partners with local nonprofits to uplift the community. In 2024, CAFS assisted over 1,000 individuals with meals, vouchers, and groceries helping improve food security.
